Two people drowned after a leisure boat capsized in strong waves at Tudor Creek in Mombasa on the evening of Saturday, September 13, 2026. Five other passengers were rescued, but the two missing adults were found dead near Nyali Beach the following day. Mombasa Governor Abdulswamad Sharrif Nassir has since ordered the Kenya Maritime Authority (KMA) to carry out immediate, rigorous inspections of every passenger vessel operating along the Coast — the second time in under a year that a fatal capsizing at the same creek has forced the county to tighten the rules.

What happened at Tudor Creek?

The vessel, a leisure boat, capsized on Saturday evening after encountering strong waves on the creek, which separates Mombasa Island from the mainland near Nyali. Seven people were on board. Five were pulled out alive; the two who went missing were recovered dead near Nyali Beach on Sunday, according to Governor Nassir, who visited the survivors and the victims’ families at Coast General Teaching and Referral Hospital.

The Deputy President’s office also confirmed the recovery operation was under way, with one body found and a search continuing for a second victim as of Sunday, according to a Standard Media report citing the office.

Nassir credited the county’s Marine Rescue Unit, Beach Management Unit lifeguards, the Kenya Coast Guard Service and other responders for the swift rescue of the five survivors. “No commercial or recreational activity should ever take precedence over human life,” he said.

Is this the first time this has happened at Tudor Creek?

No. Almost exactly eleven months earlier, on October 10, 2025, a boat capsized at the same creek during a racing competition held as part of the East African Ocean Festival, killing three young men — Caleb Otieno, 21, Steven Karembo, 23, and Thomas Wanyonyi, 24. Their bodies were recovered over a two-day search involving the Kenya Coast Guard Service, the Kenya Navy and local divers.

That tragedy prompted Mombasa County to announce, within days, that any water-sport competition or ocean event would need prior clearance from the County Security Committee and the County Disaster Management Unit, with enforcement officers stationed on site. The county also said it would stand up a dedicated Marine Rescue Unit, staffed by young divers recruited from local Beach Management Units, and that it would work with the KMA to ensure only seaworthy vessels were used and that every passenger wore a life jacket.

Saturday’s accident was not a sanctioned event, so it falls outside that specific clearance rule — but it revives the same underlying question the county said it had settled last October: whether vessels ferrying the public along Mombasa’s waterways are actually being inspected and enforced against, not just regulated on paper.

What are the safety requirements for passenger boats in Mombasa?

Under the directive issued this week, KMA-led inspections will look at four things on every vessel ferrying members of the public along the coastline:

  • Seaworthiness and condition — the physical state of the hull, engine and structure
  • Routine maintenance records — whether the vessel has been serviced on schedule
  • Safety equipment — life jackets for every passenger, and whether they are actually worn, not just carried
  • Weather compliance — whether operators are checking weather advisories before setting out, rather than sailing regardless of sea conditions

Operators are also required to hold valid KMA safety certification, and anyone piloting a powered vessel generally needs a KMA coxswain certificate. Nassir specifically flagged enforcement as the weak link: “Whether it’s organizers failing to provide life jackets or negligence where people refuse to wear them, enforcement officers will act firmly,” he said after October’s tragedy — a line county officials are now repeating after this weekend’s accident.

Why is this happening now, as of September 2026?

The timing is not incidental. Nassir linked Saturday’s accident directly to Kenya’s current El Niño conditions, which have brought heavier and more erratic rainfall to the Coast this month. “The current El Niño phenomenon is more severe than those previously experienced, and the public must exercise exceptional caution when undertaking any activity at sea,” he said, urging boat operators to check weather conditions before carrying passengers. Parts of the Coast, including flood-prone areas of Mombasa, Kilifi, Kwale and Lamu, have already reported waterlogging this month as the rains intensify — among the 18 counties flagged as high flood risk in this El Niño season.

Rougher seas and heavier rain make routine crossings and leisure trips on waterways like Tudor Creek riskier than usual — precisely when demand for weekend boat trips along the Coast tends to be highest.
