Persons with disabilities across Kenya are calling on both national and county governments to ensure swift and full implementation of the newly signed Persons with Disabilities Rights Act, 2025. The law, signed by President William Ruto last Thursday at State House Nairobi, replaces the outdated 2003 legislation and introduces a rights-based approach aligned with the Constitution.
Championed by nominated Senator Crystal Asige, the new law guarantees equal rights in education, healthcare, employment, and political participation for people with disabilities. It mandates reasonable accommodation in public infrastructure, prohibits discrimination, and offers tax incentives to employers. Hafid Maalim, chairman of PWDs in Northern Kenya, hailed the move as a major human rights victory, but stressed that past failures in enforcement must not be repeated. He urged genuine political will to ensure the law is implemented effectively, especially in underserved regions still grappling with stigma, poor infrastructure, and limited access to services.
