The Higher Education Loans Board’s extended deadline for 2026/2027 loan, scholarship and bursary applications closed at 11:59 p.m. on September 21, 2026. If you missed it, HELB has not announced a further extension as of September 22 — but whether you’re locked out depends on which application you were making, and there are still steps worth taking today.

What Was the September 21 Deadline For?

HELB and the Universities Fund had originally set August 31, 2026 as the closing date for loan, scholarship and bursary applications for the 2026/2027 academic year. By that date, 789,422 applications had come in from university students and TVET trainees combined.

Education Cabinet Secretary Julius Ogamba then directed HELB and the Universities Fund to push the window back to September 21, after acknowledging that some eligible students and trainees had been unable to apply in time “on account of various causes.” The Ministry said the Government had already disbursed Sh22.12 billion in first-semester funding to continuing university students and TVET trainees under the extension.

That September 21 cut-off applied to both first-time applicants seeking undergraduate and TVET Diploma Level 6 loans, scholarships and bursaries, and continuing students applying for subsequent loans.

What Happens If You Missed the Deadline?

As of this reporting on September 22, HELB has not publicly announced a third window. Students who did not submit before 11:59 p.m. on September 21 risk having their applications for the 2026/2027 funding cycle processed late or not at all, depending on how the Board handles the backlog from the 789,422-plus applications already in the system.

That said, HELB’s own communication history this year shows a pattern: the Board has already extended this same deadline once, from August 31 to September 21, after public pressure over students being “stranded” without disbursements. Anyone who missed Monday’s cut-off should still check the Higher Education Financing (HEF) portal and HELB’s official channels directly, rather than assume the door is permanently shut.

Can You Still Submit a Late Application?

There is no confirmed late-application route published by HELB as of September 22. Students in this position should contact HELB directly through its customer service lines or visit an HELB office, since the Board has handled edge cases — incomplete submissions, technical failures on the portal — on a case-by-case basis in past cycles rather than through a blanket rule.

How to Check If Your Application Actually Went Through

A late-breaking warning from HELB on September 21 is worth knowing about even after the deadline: the Board flagged that some TVET applicants may have stopped filling in their forms before reaching the final confirmation step, then wrongly assumed they’d applied.

First-time TVET Diploma Level 6 applicants should have received a message reading: “Congratulations! Your loan application for TVET Diploma Level 6 first-time application form is complete.” Subsequent applicants get a similar confirmation message, though HELB says it can sometimes be delayed or fail to arrive.

If you’re not sure your application actually submitted:

  • Log back into the HEF portal and check your application status directly rather than relying on the confirmation message alone.
  • Use the “Resend Application” option to get a PDF copy of what was actually submitted, if the portal allows it.
  • For subsequent loans, dial *642# or *334#, then select Option 6, Option 46 and Option 2 to check your status by USSD.
  • Check the HELB mobile application, which also shows real-time application and disbursement status.

Why the Confusion Over This Deadline Keeps Happening

This is the second time in three weeks HELB has had to clarify its own deadline. The extension itself came after reports of confusion in public universities over the funding model, which left some students stranded at home and others struggling without disbursements after reporting for their first year. Parliament is still considering the Tertiary Education Placement and Funding Bill, 2026, which is meant to formalise a transition to a universal access and funding framework — until it passes, HELB has said first-time applications will keep being processed under the current model.

254.ke reported earlier this year on government plans to extend HELB loans to all eligible university students regardless of institution, part of the same broader push to widen access. Students navigating the application process should also see KUCCPS’s own warning against common mistakes in course and funding applications, and are not alone in facing tight state-imposed deadlines this month — the Affordable Housing programme has its own application deadline on September 29.

Frequently Asked Questions

Is the HELB deadline definitely over?

Yes, as of 11:59 p.m. on September 21, 2026, unless HELB announces a further extension. No such announcement had been made as of September 22.

What if I filled the form but never got a confirmation message?

Don’t assume you applied successfully. Log back into the HEF portal to check your status directly, or use the “Resend Application” option to confirm what was actually submitted.

Can continuing students still check their subsequent loan status?

Yes. Dial *642# or *334#, then select Option 6, Option 46 and Option 2, or check the HELB mobile app.

How much has HELB disbursed so far this cycle?

Sh22.12 billion in first-semester funding to continuing university students and TVET trainees, as of early September 2026.

Will there be another extension?

HELB has extended this deadline once already. There is no confirmed further extension as of this report; students who missed it should contact HELB directly rather than wait for a public announcement.
