The Kenya National Examinations Council (KNEC) is using smart padlocks, personalised question booklets, two police officers at every KCSE centre and a 24-hour call centre to stop cheating in the 2026 national exams, which run from October 19 to November 20. The council says 3,634,846 candidates are registered, the largest candidature in its history.

How is KNEC securing the 2026 exams?

The measures, outlined by KNEC and Education CS Julius Ogamba ahead of the exam season, include:

  • Smart padlocks: exam storage containers are fitted with digital padlocks monitored remotely from KNEC’s command centre. A pilot last year covered 250 containers. The government has added 48 containers in sub-counties, bringing the national total to 701.
  • Timed access: KPSEA and KJSEA papers are accessed at 6am. KCSE centre managers collect papers at 7am and again at 12:30pm, so afternoon papers are not exposed in the morning.
  • Personalised booklets: KCSE papers carry the candidate’s name and index number, and detachable counterfoils are collected separately after each session. Examiners receive scripts with those details removed.
  • Police presence: at least two officers at every KCSE centre, with the National Police Service overseeing KCSE security.
  • Rotating staff: supervisors and invigilators are moved between schools to limit collusion.
  • Phone ban: phones, smartwatches, earphones and recording devices are barred from exam rooms. KNEC CEO Dr David Njengere has called phones “our biggest challenge” in KCSE administration.

How many candidates and staff are involved?

Exam Candidates Dates
KPSEA 1,380,463 October 26 to 30
KJSEA 1,206,028 October 26 to 30
KCSE 1,048,355 Low-candidature papers October 19 to 30; high-candidature papers November 2 to 20

The total is up 6.13 per cent from 3,424,836 candidates in 2025. KNEC has contracted 342,005 people, including 10,765 KCSE centre managers, 12,274 supervisors, 57,432 invigilators and 21,388 security officers.

What is the penalty for exam cheating in Kenya?

Ogamba said the government would have “no mercy on anyone who will be found engaging in any form of malpractice”, and that candidates, centre managers, supervisors and invigilators who break the rules face the full force of the law. Irregularities at a centre can lead to cancellation of that centre’s results. In the 2025 KCSE, results for 1,180 candidates were cancelled, up from 840 in 2024, according to The Standard.

Are fake KCSE papers circulating?

The Standard reported on October 21 that scammers were demanding Sh60,000 for supposed KCSE papers. Parents and candidates should treat any offer of “leaked” papers as fraud or a trap: KNEC papers are under timed, monitored access, and buying or sharing them is itself malpractice. Incidents can be reported to KNEC’s 24-hour toll-free call centre.
