The government has released Sh22 billion in capitation funds to support learners in all public basic education institutions for Term 2. Education Cabinet Secretary Julius Ogamba confirmed the allocation totals Sh22,028,911,191.40, covering primary, junior, and secondary schools.
The breakdown includes Sh1.37 billion for Free Primary Education, Sh8.9 billion for Free Day Junior School Education, Sh118.4 million for Special Needs Education in junior schools, and Sh11.64 billion for Free Day Secondary Education. Ogamba emphasized that the funds are meant to ensure the smooth operation of school activities and uphold the constitutional right to free basic education under Article 53(1)(b).
He urged school heads to manage the funds responsibly and warned against unauthorized levies or misuse of public resources. Any confirmed cases of misappropriation will face strict action. The delayed disbursement had caused operational strain in schools, with many struggling to pay staff and run core programs.
Ogamba acknowledged that government budget pressures sometimes delay funding, citing the high cost of education programs. He reiterated the need for accountability and encouraged stakeholders to monitor the use of funds to ensure they benefit learners.
