A parliamentary investigation has been launched into the e-Citizen platform contract after revelations that developers have the power to pull down the entire system without any liability if the agreement is terminated. The contract, signed on May 25, 2023, grants sweeping powers to M/S Webmasters Kenya Limited, Pesa Flow Limited, and Olive Tree Media Limited—raising alarm among lawmakers over the potential compromise of critical government services.
Documents tabled before the Administration and Internal Security Committee show that, regardless of how the contract ends, the developers can uninstall their infrastructure and are indemnified from claims over data loss or service disruption. Lawmakers have voiced concern over the deal’s lack of oversight, noting the absence of key signatories such as the Attorney General and relevant Principal Secretaries. The probe, however, was postponed after committee members were handed crucial documents just before the session, prompting calls for a thorough review of the contract’s terms.
