The Independent Electoral and Boundaries Commission (IEBC) has suspended proceedings on its tender for the Kenya Integrated Elections Management System (KIEMS) “until further notice,” after a fresh request for review was filed before the Public Procurement Administrative Review Board (PPARB), The Star reported on October 7, 2026. It is the second time the technology tender has stalled in about a month, and the 2027 General Election is roughly 300 days away.
A separate court order is also holding up the tender for ballot papers. Together, the two freezes cover the core of what the commission needs to run the August 10, 2027 vote.
What exactly has been suspended?
There are two tenders in trouble, and they are often confused.
- KIEMS technology tender: covers supply, installation, testing, commissioning and maintenance of the system used for voter registration, candidate registration, voter identification and results transmission. IEBC told prospective bidders its proceedings are suspended pending the new review.
- Ballot paper tender: covers ballot papers, tactile folders, the Register of Voters and statutory result-declaration forms (Tender No. IEBC/OIT/02/2026-2027). High Court Judge William Musyoka stayed the process in September after Oilmax Ventures Limited challenged a PPARB decision.
Why did the KIEMS tender stall the first time?
On September 4, 2026, the PPARB faulted the tender document after a review request by Galadirel Investments Limited. According to a report by Insider Bits News, the board found bidders could not tell in advance how their technical scores would be calculated, that the phrase “or equivalent” for tax compliance certificates was unclear, and that a clause referred to both post-qualification and non-post-qualification methods without saying which applied.
The board ordered IEBC to correct and clarify the document and to give bidders at least seven days to respond to the changes. It did not uphold claims that the tender favoured Miru Systems.
How much is the tender worth?
Reports differ. Insider Bits and The Standard put the KIEMS tender at Sh6.5 billion. The Star’s October 7 report refers to roughly Sh9 billion for the technology procurement. 254.ke could not reconcile the two figures, and the commission has not published an updated estimate in the reports reviewed.
What does the ballot paper dispute involve?
Oilmax Ventures argues that a requirement that at least 40 percent of the contract go to local manufacturers or contractors cannot sit alongside international experience thresholds, according to Streamlinefeed. The tender, advertised on August 11, 2026, requires bidders to show at least two security-ballot printing contracts in five years, one of them for at least 150 million ballot papers. About 168 million ballot papers are needed for the 2027 election. Streamlinefeed reported that judgment is due on October 16, 2026.

What are political and civil society leaders saying?
Democratic Party leader Justin Muturi asked whether the repeated delays amount to “sabotage of industrial scale,” The Star reported. Elections Observation Group (ELOG) coordinator Mule Musau warned that the compressed timeline could push the commission towards single-sourcing, which raises value-for-money questions. ELOG has also said IEBC needs 59,352 KIEMS kits and has none recorded as available, per Eastleigh Voice.
The Star identified Ruth Kulundu as acting commission secretary. IEBC’s own notice said only that proceedings are suspended until further notice and gave no new timeline.
What happens next?
The PPARB has a limited window to rule on the new review request, after which the losing side can still go to the High Court. The ballot paper judgment on October 16 is the next scheduled date.
