Kenya’s boda boda sector faces new regulations under the Public Transportation (Motorcycle Regulations) Bill, 2023, sponsored by Kakamega Senator Boni Khalwale. The proposed amendments by the Senate Roads and Transportation Committee aim to enhance safety and streamline operations.
Key provisions include mandatory front and rear number plates, regular inspections, and branding of commercial motorcycles with county-prescribed color bands to distinguish them from private ones. The bill also requires boda boda riders to undergo training, register as Public Service Vehicles (PSVs), and join recognized cooperative societies.
With boda bodas accounting for the highest number of road fatalities, lawmakers emphasize these measures will improve accountability and enforcement. Owners of existing motorcycles will have three years to comply, while new ones must meet the requirements immediately.
