The Kenya Defence Forces (KDF) is planning to phase out the free lunch subsidy for disciplined officers and replace it with a subsidised Pay-As-You-Eat (PAYE) programme starting July 1, 2025. According to a memo signed by M. N. Hassan and dated January 17, officers will begin paying for their meals either through the subsidised system or by sourcing alternatives outside the barracks.
The memo directs military leaders to fast-track preparations for the system, which was developed after extensive consultations by a committee formed in October 2024. The committee’s recommendations were presented to the Service Commanders Committee Meeting in December, outlining the implementation strategy and timelines. KDF officials have been tasked with deploying a secure cashless payment system, such as M-Pesa paybill options, by March 31, 2025, to facilitate meal bookings and payments.
The transition has raised concerns among lower-ranked officers who rely heavily on the subsidy. Many already face financial strain from loans and tight budgets, making the policy change a significant adjustment. Traditionally, disciplined officers in the region have been provided with free meals during duty to prevent potential security risks linked to dining outside. However, KDF cites inefficiencies in the current system as the driving force behind the shift, emphasizing the need for a comprehensive sensitisation programme to ease the transition.
