Nairobi Governor Johnson Sakaja has removed Geoffrey Mosiria as Chief Officer for Public Participation, Citizen Engagement and Customer Service, in a county reshuffle that took effect immediately on Wednesday, October 21, 2026. The notice, issued by County Secretary Dr Machel Waikenda, gave no reason for the removal. Hours later, Mosiria posted on X that he had effectively been sidelined since December 2023.
What happened at Nairobi City Hall?
A circular dated October 21 and signed by Waikenda announced changes affecting three chief officers. It cited sections 44(3)(a), 45(5) and 64 of the County Governments Act, 2012, and said the changes were made “with the approval of His Excellency the Governor”, according to Citizen Digital. The Standard reports that the notice does not say whether Mosiria has been given another role.
Neither Citizen Digital nor The Standard quotes Sakaja directly on the move.
Who replaces Mosiria? Key facts at a glance
| Office | Change |
|---|---|
| Public Participation, Citizen Engagement and Customer Service | Zipporah Mwangi acting; she also keeps City Culture, Arts and Tourism |
| Mobility | Eng. Samwel Njogu acting |
| Lands | Godfrey Akumali acting; he keeps Housing and Urban Renewal |
| Effective date | October 21, 2026, immediately |
The Standard spells the new acting officer’s surname both “Mwani” and “Mwangi” in the same report; Citizen Digital and Pulse Kenya use Mwangi, which is used here.
What did Mosiria say after being sacked?
In a post on X on October 21, Mosiria wrote: “Thank you, my boss, for making my sacking official. However, what you forgot to tell Nairobi residents and Kenyans is that you effectively dismissed me on 28th December 2023,” Pulse Kenya reports.
The following are Mosiria’s claims. Pulse notes they have not been independently established and he offered no verified evidence:
- On December 28, 2023, Sakaja allegedly stripped him of his accounting officer mandate and handed it to junior officers by memo.
- The health budget was allegedly cut from Sh1.2 billion to Sh100 million after he refused to take part in direct procurement he said would benefit people around the governor and contractors.
- He was later moved to Environment, where he says his director reported directly to the governor.
- He said he faced a contempt-of-court case that could have jailed him for six months, which he described as a plan to remove him.
He also denied a video claim that he diverted medicines to pharmacies, saying medicines reached all 124 county health facilities. 254.ke could not find a response from Sakaja or the county to these allegations at the time of writing.
Why does the timing matter?
On October 11, Mosiria declared interest in the 2027 Nairobi governorship at Bishop Margaret Wanjiru’s Jesus Is Alive Ministries church, saying: “If you want change in Nairobi, Mosiria is the change. Mosiria will fix Nairobi,” Citizen Digital reports. Other names mentioned as aspirants include Babu Owino, James Gakuya, Ronald Karauri and Agnes Kagure.
In an October 19 interview, the Standard reports, Mosiria alleged Sakaja had sidelined him over disagreements on public funds and service delivery, and said he would stay in his county job until the official campaign period. The sacking came two days later. No official source links the two events, and the county has not said the removal is connected to his political plans.
