Kenyan businesses that use the WhatsApp Business Platform will start paying Meta for customer-service replies and utility messages from October 1, 2026. Each business phone number gets 1,000 free service messages a month; after that, replies cost about KSh0.52 each. Utility template messages, such as order updates and payment alerts, are charged from the first message. Personal WhatsApp accounts and the free WhatsApp Business app are not affected.
What is changing on October 1?
Meta, which owns WhatsApp, announced the new pricing in August. Two message types move to per-message billing for Kenyan businesses, according to reports by Kenyans.co.ke and Techweez:
- Service messages: replies sent within the 24-hour customer conversation window, including automated chatbot answers. The first 1,000 delivered messages per business phone number each month are free and do not roll over.
- Utility templates: transactional notices such as order updates, payment notifications, appointment reminders and account alerts. These do not use the 1,000-message allowance.
Marketing messages were already billed per message and are not a new October 1 charge.

The reports give worked examples. A business sending 10,000 service messages in a month would owe roughly KSh4,680 after the free tier. At 100,000 service messages, Meta’s portion comes to about KSh51,480. Ten thousand marketing messages cost around KSh32,000 to KSh33,000.
Failed or undelivered messages are not billed. Third-party Business Solution Providers, the companies that connect most firms to the platform, may add their own markups on top of Meta’s rates.
Who is exempt?
Personal WhatsApp users will not see any charge. Small traders who use the free WhatsApp Business app on a phone, without connecting to the API or Platform, are also unaffected. Messages sent during a 72-hour free-entry window after a customer taps a Click-to-WhatsApp ad or a Facebook Page call-to-action button remain free.
As Techweez put it, Meta charges the business, not the customer. Shoppers will not see a fee on their screens, but firms may absorb the cost or reflect it in prices and service terms.
What should Kenyan businesses do before the deadline?
- Check how many service and utility messages each business number sends in a typical month.
- Ask your solution provider for its total per-message price, including any markup.
- Review chatbot flows that send several automated replies where one would do.
- Compare the cost against SMS and email for routine notices.
The change lands as more Kenyan firms move customer service onto messaging apps and mobile platforms.
