President William Ruto has committed to completing the transfer of all devolved functions to county governments. Speaking during the 11th National and County Governments Co-ordinating Summit at State House, Nairobi, Ruto announced that the transfer will take effect on Friday, November 20, 2024.
The Attorney General will gazette the functions already transferred, while deliberations will continue on remaining functions. “By Friday, functions already agreed upon will be gazetted and transferred to counties,” Ruto said, adding that consultations through IGRTC programs will address unresolved issues.
Ruto directed the Intergovernmental Relations Technical Committee (IGRTC) to begin identifying and transferring related budgets and resources in the next fiscal year. “The committee has finalised the unbundling, delineation, and transfer of functions. I now direct them to systematically identify and transfer budgets and other resources tied to these functions,” he stated.
The directive aligns with the resolutions of the 25th Intergovernmental Budget and Economic Council (IBEC) meeting, which emphasized expediting the transfer of agreed functions and ensuring sectoral engagements for unresolved ones.
IBEC also called for the documentation, inspection, and valuation of county fixed assets, urging the State Department of Lands to fast-track the valuation of land and buildings inherited by counties.
These measures aim to enhance the functionality of devolved units and streamline intergovernmental coordination.
