A Russian drone attack on the Ukrainian city of Dnipro killed four people and injured 19, damaging residential buildings and a restaurant complex. Despite talks of a truce in the Black Sea, Russia imposed conditions, raising concerns about blocking peace efforts. France and the UK proposed a reassurance force for Ukraine, which Russia opposed, warning that European troops would become legitimate targets.
