For the first time, President William Ruto has openly criticized his Public Service Cabinet Secretary, Justin Muturi, calling his past performance as Attorney General “fairly incompetent.”
Speaking at an Iftar dinner at State House, Nairobi, Ruto blamed Muturi for delays in implementing Waqf, an Islamic endowment fund, but assured the Muslim community that the issue would be resolved under the current Attorney General, Dorcas Oduor.
Muturi swiftly responded, clarifying that while the Waqf Act (2022) exists, it does not explicitly provide for a Muslim Endowment Fund, as Waqf is a personal initiative managed by the Waqf Commission.
This public clash highlights growing tensions between the two leaders. Muturi has previously criticized the administration over alleged extrajudicial killings and abductions, particularly after his son was abducted and later released.
Muturi recently revealed he had formally requested to be excused from Cabinet meetings until these concerns are addressed. So far, he has skipped at least three Cabinet sessions.
