President William Ruto has officially appointed Prime Cabinet Secretary Musalia Mudavadi as the acting Cabinet Secretary for all ministries, according to a gazette notice dated July 12. This decision follows the recent dissolution of the Cabinet, which resulted in the dismissal of 21 Cabinet Secretaries (CSs) and the Attorney General.
Mudavadi, who also serves as the CS for Foreign and Diaspora Affairs, is the only member of the Cabinet to retain his position amidst the changes prompted by ongoing anti-government protests. The President stated that the Cabinet restructuring aims to facilitate the formation of a “broad-based government” inclusive of opposition representatives.
The gazette notice specifies, “In accordance with Article 152 (5) (a) of the Constitution, Wycliffe Musalia Mudavadi is assigned as the acting Cabinet Secretary in all vacant ministerial portfolios.” Consequently, Mudavadi will oversee operations across all ministries, with the principal secretaries managing daily functions.
In the same notice, Ruto confirmed the dismissal of the Attorney General, stating, “The appointment of Hon. Justin B. N. Muturi, EGH as the Attorney General is rescinded.” The President emphasized that the restructuring followed an extensive appraisal of Cabinet performance and that he plans to consult various sectors to identify new members who can help drive Kenya’s transformation.
Ruto assured the public that government operations would continue seamlessly, under the guidance of the principal secretaries. He acknowledged the high expectations of Kenyans and reiterated his commitment to implementing significant reforms to combat corruption, address public debt, and enhance job creation.
