Former Public Service Cabinet Secretary Justin Muturi has escalated his criticism of President William Ruto, now accusing him of fostering a climate of fear within the Cabinet that discourages open communication.
Speaking during a live TV interview on Friday, Muturi revealed that many of his former colleagues no longer respond to his calls, even via WhatsApp, out of fear they might face consequences for engaging with him.
“Some of them tell me to have someone else call on my behalf so we can talk,” he said, suggesting that Cabinet Secretaries are too afraid to be seen communicating with him directly.
Asked whether other CSs share his concerns about the current administration, Muturi said many are too timid to speak out publicly.
President Ruto dismissed Muturi on March 26, a move announced by Head of Public Service Felix Koskei. Ruto later described Muturi as “incompetent” and claimed he effectively dismissed himself by failing to attend Cabinet meetings.
Muturi, however, defended his tenure, particularly highlighting his success in securing the independence of the State Law Office—an objective he said was achieved in line with campaign promises and with Parliament’s support.
“The record speaks for itself,” he said.
